De plus, 13\u00a0510\u00a0m\u00e9nages sont \u00e0 faible revenu et environ 20\u00a0% des familles ne disposent pas d<span>\u2019<\/span>un revenu suffisant pour couvrir leurs besoins de base.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.test5.agencelumina.com\/wp-content\/uploads\/2025\/10\/IMAGE-4-Fiche_Mobilite_Congestion-300x180.png\" width=\"300\" height=\"180\" alt=\"\" class=\"wp-image-886 alignnone size-medium\" style=\"display: block; margin-left: auto; margin-right: auto;\" \/><\/p>\n<p>L<span>\u2019<\/span>acc\u00e8s \u00e0 un logement ad\u00e9quat, salubre et abordable n<span>\u2019<\/span>est pas \u00e0 la port\u00e9e d<span>\u2019<\/span>un grand nombre de r\u00e9sidentes et r\u00e9sidents de C\u00f4te-des-Neiges. La hausse prononc\u00e9e des loyers, l<span>\u2019<\/span>absence d<span>\u2019<\/span>une offre ad\u00e9quate et suffisante de logements sociaux et communautaires, la raret\u00e9 de grands logements familiaux abordables (de trois chambres et plus) et l<span>\u2019<\/span>ins\u00e9curit\u00e9 financi\u00e8re des personnes nouvellement \u00e9tablies au Qu\u00e9bec obligent plusieurs m\u00e9nages \u00e0 accepter des appartements insalubres, exigus et populeux.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>De plus, le parc locatif du quartier est en mauvais \u00e9tat. 10,8 % des appartements des m\u00e9nages locataires de l\u2019arrondissement C\u00f4te-des-Neiges\u2013Notre-Dame-de-Gr\u00e2ce n\u00e9cessitent des r\u00e9parations majeures. Ainsi, ce sont 25% des m\u00e9nages de l\u2019arrondissement qui habitent dans des logements comportant des taches d\u2019infiltration d\u2019eau pouvant entra\u00eener la pr\u00e9sence de moisissures. Actuellement, 9\u00a0100 m\u00e9nages sont contraints de vivre en pr\u00e9sence de moisissure, ce qui peut avoir comme cons\u00e9quence le d\u00e9veloppement de maladies respiratoires par des enfants, comme l\u2019asthme, la rhinite allergique hivernale ou le d\u00e9veloppement d\u2019infections respiratoires.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><span class=\"Apple-converted-space\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.test5.agencelumina.com\/wp-content\/uploads\/2025\/10\/IMAGE-3-Fiche_generique_complementaire-300x180.png\" width=\"300\" height=\"180\" alt=\"\" class=\"wp-image-887 alignnone size-medium\" \/><\/span><\/p>\n<p>Le quartier compte aussi la plus grande proportion de personnes dont la langue maternelle est autre que le fran\u00e7ais et l<span>\u2019<\/span>anglais, soit 46\u00a0% vs 32\u00a0% de la population de l\u2019\u00eele de Montr\u00e9al, selon le recensement canadien de 2015.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section][et_pb_section fb_built=\u00a0\u00bb1&Prime; _module_preset=\u00a0\u00bbdefault\u00a0\u00bb text_font=\u00a0\u00bb|300|||||||\u00a0\u00bb text_text_color=\u00a0\u00bb#4B4C53&Prime; text_font_size=\u00a0\u00bb21px\u00a0\u00bb link_font=\u00a0\u00bb|600|||on||||\u00a0\u00bb link_text_color=\u00a0\u00bb#5E388C\u00a0\u00bb custom_margin=\u00a0\u00bb15px||||false|false\u00a0\u00bb custom_padding=\u00a0\u00bb|2px||||\u00a0\u00bb animation_style=\u00a0\u00bbslide\u00a0\u00bb animation_direction=\u00a0\u00bbbottom\u00a0\u00bb global_colors_info=\u00a0\u00bb{}\u00a0\u00bb]<\/p>\n<p>Une grande diversit\u00e9 d\u2019actrices et d\u2019acteurs sociaux de C\u00f4te-des-Neiges et de Montr\u00e9al s\u2019est impliqu\u00e9e autour de la vision d\u2019un quartier accueillant et refl\u00e9tant la r\u00e9alit\u00e9 et les besoins de la population locale.<\/p>\n<p>Cette mobilisation voit notamment l\u2019engagement de la <a href=\"\/en\/conseilcdn.qc.ca\/\">Corporation de d\u00e9veloppement communautaire de C\u00f4te-des-Neiges<\/a> et ses membres, des urbanistes, des biologistes, des architectes et d\u2019autres sp\u00e9cialistes du cadre urbain, du <a href=\"https:\/\/www.ciussscentreouest.ca\">CIUSSS du Centre-Ouest-de-l\u2019\u00cele-de-Montr\u00e9al<\/a>, des \u00e9quipes de l\u2019arrondissement <a href=\"https:\/\/montreal.ca\/cote-des-neiges-notre-dame-de-grace\">C\u00f4te-des-Neiges\u2013Notre-Dame-de-Gr\u00e2ce<\/a> et de la <a href=\"https:\/\/montreal.ca\">Ville de Montr\u00e9al<\/a>, de la <a href=\"\/en\/www.tablesdequartiermontreal.org\/\">Coalition montr\u00e9alaise des tables de quartier<\/a> (CMTQ) et des tables de quartier de Montr\u00e9al.<\/p>\n<p>Plusieurs \u00e9tudes, analyses et consultations publiques sont venues pr\u00e9ciser les orientations du d\u00e9veloppement de ce secteur au fil des ann\u00e9es. En mai 2023, avec la cr\u00e9ation du Groupe d\u2019acc\u00e9l\u00e9ration pour l\u2019optimisation du projet de l\u2019hippodrome (GALOPH), la Ville de Montr\u00e9al, les gouvernements du Qu\u00e9bec et du Canada ainsi que le secteur du communautaire, de l\u2019habitation, de l\u2019immobilier et de l\u2019\u00e9conomie sociale se sont donn\u00e9 pour mandat d\u2019\u00e9laborer un nouveau plan directeur portant la vision de cet ambitieux projet urbain.\u00a0<\/p>\n<p>Ce nouveau Plan directeur d\u2019am\u00e9nagement et de d\u00e9veloppement (PDAD) pour Namur-Hippodrome a \u00e9t\u00e9 d\u00e9voil\u00e9 en avril 2024 par la ville de Montr\u00e9al. Tout en reconnaissant le caract\u00e8re innovant des propositions pr\u00e9sent\u00e9es, un regroupement repr\u00e9sentant la communaut\u00e9 et instigu\u00e9 par la CDC de C\u00f4te-des-Neiges a voulu enrichir cette vision de recommandations assurant la r\u00e9alisation de milieux v\u00e9ritablement inclusifs, justes et solidaires.<\/p>\n<p>Le \u00abcomit\u00e9 communaut\u00e9\u00bb, ainsi cr\u00e9\u00e9 par la CDC de C\u00f4te-des-Neiges, \u00e9tait form\u00e9 des personnes suivantes\u00a0: Fran\u00e7ois Bourque (CDC de C\u00f4te-des-Neiges), Emanuel Guay (ROMEL), Am\u00e9lie Giurgiuca (comit\u00e9 logement l\u2019\u0152IL), Murielle Laurence Kwend\u00e9 (Groupe CDH), Martin Lalonde (Ex Aequo), Catherine Pappas (CDC de C\u00f4te-des-Neiges), Sooraya Peerally (Ex Aequo), Dialla Sakho (Femmes du Monde \u00e0 C\u00f4te-des-Neiges), Gary Saxe (Projet Gen\u00e8se). Il est d\u00e9limit\u00e9 \u00e0 l\u2019est par les lots en bordure de l\u2019avenue Victoria, au sud et \u00e0 l\u2019ouest par les emprises des voies ferr\u00e9es du Canadien Pacifique (CP) et au nord par la limite municipale avec la Ville de Mont-Royal ainsi que la rue Jean-Talon Ouest.\u00a0Portrait de la population du quartierTerritoire tremplin pour de nombreuses personnes nouvellement arriv\u00e9es au Qu\u00e9bec, la population de C\u00f4te-des-Neiges est relativement jeune et plus scolaris\u00e9e, et elle est en moyenne plus d\u00e9favoris\u00e9e que dans les autres quartiers de Montr\u00e9al.
